Panama updates visa decrees

Panama's consulate pack says Executive Decree No. 21 of August 25, 2025 repealed Executive Decree No. 451 of June 24, 2020, which created the tourist visa in transit subcategory for foreign people of Haitian nationality traveling through Panama to another destination or returning to their country. The same pack also says Executive Decree No. 22 of August 25, 2025 extended the validity of Executive Decree No. 162 of December 19, 2022, modified by Executive Decree No. 30 of March 27, 2023, establishing the visa for passengers or crew members in transit as a requisite for citizens of Cuban nationality traveling in transit through the Republic of Panama, and issuing another provision. It also notes that Executive Decree No. 196 of October 28, 2024 modified Article 2 of Executive Decree No. 521 of August 6, 2018, so that foreign nationals must hold a valid visa issued by one of the countries listed in Article 1 of Executive Decree No. 521 upon entering Panamanian territory.
